LOWER GREEN POWER RATE IN 2008
The green power program helps the advancement of renewable energy sources and promotes energy efficiency. Tri-State Generation and Transmission Association has provided this voluntary renewable energy program to its 44 member cooperatives since 1998. Wind generation, small hydroelectric projects and biomass production make up the association's renewable portfolio. The balance of the green energy is purchased on the open market through a system of green tags.
Renewable Portfolio Standards require that at least 1 percent of Tri-State's energy sold in 2008 come from renewable sources and that requirement will jump to 10 percent in 2020. The integration of additional renewable energy into Tri-State's generation mix will increase the amount of renewable energy resources, help keep member cooperatives in compliance with renewable portfolio standards and supply additional energy to help meet the growing demand for electricity.
Tri-State sells more than 7,500 megawatt-hours of green power annually to its member systems in Colorado, Nebraska, New Mexico and Wyoming. This voluntary green power program will continue to be offered for member-consumers who wish to further augment the development and use of renewable energy.
The premium charged to subscribers in the green power program will reflect energy market conditions beginning on January 1, 2008. The current market price is $.40 per 100 kWh and is paid in addition to your monthly bill. If you are interested in purchasing an additional percentage of your power from renewable sources please contact one of our customer service representatives. The maximum percentage you can select is 200 percent. You will receive a certificate stating how much green power you have purchased.

ENERGY EFFICIENCY CREDIT PROGRAM
Empire Electric Association, Inc. and Tri-State Generation and Transmission Association, Inc. (EEA's power supplier) will pay credits to Empire Electric consumers who install selected electric heating systems and/or selected electric appliances.

TIME OF USE RATE
As a consumer, you're accustomed to making moneysaving
choices and paying lower prices for goods and
services used during off-peak times. A number of industries,
such as telecommunications and commercial
airlines offer attractive off-peak rates to even out customer
demand and prevent system overload. Empire Electric's Time of Use (TOU) rate is based on
the same concept. By reducing your electric usage
during peak periods, you have the opportunity to
lower your annual energy costs-without reducing your
overall amount of electricity usage.
